The Regulatory Reform (Fire Safety) Order 2005 (RRO) is the most important piece of legislation that businesses must comply with. It requires that landlords and business owners ensure premises reach the required first safety standards. They must ensure all employees complete adequate fire safety training.

The RRO requires that all reasonable steps have been taken to reduce the risk of fire and that people can escape safely should a fire occur.

The RRO applies to almost all commercial premises, and some types of domestic premises, such as the communal areas in blocks of flats. This also applies to commercial businesses, shops, offices, care facilities, factories and warehouses, community halls, schools, nurseries, pubs, hostels and hotels, and common areas of multi-family housing units.
